why can people take pictures of celebs without permission but normal people its considered stalking?

so you see all these photos of celebritys that people took but im sure that the celebs didnt agree to all of them (no makeup pics? im sure they wouldnt want those going out) so why can people take pictures of famous people but if they take pictures of normal peoples they can get sued?? doesnt make sence to me.

Actually, just taking a picture of someone is not consider stalking. Stalking requires an action that puts the person in fear of being harmed.

    Your premise is wrong. People get busted for stalking celebrities all the time. A single photo, however, is not stalking.

    It is perfectly legal to take pictures of *anyone* whenever they are in a public place – celebrity or not. Stalking requires a LOT more than just taking someones picture.
