why dont you try http://www.flashkit.com.

if you are comfortable working with flash then you can use this site as it has a hell a lot of sample files.

You can download a plug in for Adobe photoshop.
"Ulead web plug in" with this plug in u can create animated photo gallary for web, in photoshop itself. And its totally free.
I use that for all my sites.
